Roane County VINE Coverage
West Virginia VINE is the automated custody-status and notification service used with the West Virginia Division of Corrections and Rehabilitation. WVDCR began the service in December 2002. Central Regional Jail and Correctional Facility is a WVDCR institution, so the service is relevant to people arrested in Roane County and housed at that regional facility. It also applies to people serving state correctional sentences within WVDCR. The county does not operate a separate jail that needs a second local VINE portal.
Coverage follows the reporting agency, not the location of the arrest. A Roane County case may be prosecuted in Roane County while the person is held at Central Regional Jail in Sutton, outside the county. Search West Virginia and compare the listed agency or facility. A transfer from Central Regional Jail to another WVDCR institution is still state custody. It must not be described as a community release. A status that expressly says released or no longer in custody is stronger evidence, but it still may not give the legal reason for the exit.

A released result is an agency-reported status lead. Bond, dismissal, sentence expiration, parole, and transfer have different legal meanings. For a Roane detainee, the court docket may show the bond or dismissal that authorized release, while WVDCR holds the processed release or movement entry. If the person moved to a state prison, the facility field should change but custody continues.
Register Roane County Release Alerts
A notification registration should be tied to the verified person record, not merely the first matching name. West Virginia documents telephone notice and email registration through VINELink. Use only the delivery choices actually offered by the current interface. The service may change its screens, so a reader should follow the live prompts rather than expect a text-message option that was not confirmed in the source sweep.
- Open the correct West Virginia person record after comparing its identifiers and reporting agency.
- Choose the registration or notification option attached to that specific record.
- Select a currently offered telephone or email method and enter the destination accurately.
- Create the requested PIN for telephone acknowledgment. Use a number that is not easy for another person to guess.
- Complete the email, account, or other verification prompt shown by VINELink and retain the registration confirmation.
- Update changed contact information through the service. Never publish or share the notification PIN.
An alert should be read word for word. Release, transfer, discharge, hearing, escape, and return are not interchangeable. WVDCR explains that a transfer call is made after the person reaches the new institution, not at the moment of movement, for officer safety. A delayed transfer alert therefore must not be reported as the time a person entered the community.
Registration also does not freeze the underlying Roane County record. If a person returns to custody, moves to another WVDCR facility, or begins a new episode, the reporting context can change. Compare each notice to the saved record ID and agency. When an email or call lacks enough detail, use the service contact route and then ask the custodian for the event entry. The goal is to identify what happened, not to infer a release reason from the mere arrival of an alert.

Roane County users have a second VINE access channel when the web search is unavailable or difficult to use. West Virginia provides 1-866-WV4-VINE, or 1-866-984-8463, for WVDCR custody information and telephone registration. The official state page says a live person is available around the clock to answer questions. That makes the phone route a useful way to check the service process, but the operator still relies on participating custody data.
West Virginia also has a separate written-notice layer. Under the state procedure cited by WVDCR, a written notice request sent to DCR automatically registers the requester with VINE. Release and parole-hearing notice requests should also go separately to the West Virginia Parole Board because WVDCR and the Board are different bodies. One controls the custody operation and sentence records. The other makes parole decisions and manages its hearing process.
Keep copies of written requests and any response. A Roane County requester should identify the person, offender number when known, and the type of notice sought. Sending one vague request to the wrong body can leave a gap. WVDCR should receive the custody and release-notice request. Limits of Roane County VINELink
VINELink is not the correct locator for every custody class. A federal sentence belongs in the Federal Bureau of Prisons Inmate Locator. Immigration detention belongs in the ICE Online Detainee Locator System. A missing ICE result does not prove release into the community. Neither federal tool should be used to reinterpret a WVDCR transfer, and VINELink should not be presented as a federal release source.
County and state records also call for different readings. A Roane County pretrial detainee at Central Regional Jail may leave after bond conditions are met or after the court ends the hold. The active jail view may then drop the name without preserving a public historical page. A sentenced state prisoner may have a continuing WVDCR record with a released or discharged status and date. In both cases, use the public result as a lead and seek the release entry or signed order when the reason matters.
The Roane County Sheriff is an arrest and transport record source, not the operator of a separate county jail. WVDCR operates Central Regional Jail and holds the facility's booking, movement, and release processing record. The Roane court holds the legal order. Directing a request to the office that created the needed document is more reliable than treating all three as one jail database.
WVDCR warns that public location, release date, status, and other information can change quickly and may not show the person's true current condition. Automated systems also can lag. An agency contact, custody record, and compatible court event provide stronger confirmation than a lone screen. The record should say release or discharge. Silence does not.
Roane County Registry Distinction
The West Virginia State Police Sex Offender Registry is a specialized post-release source for people who have a legal duty to register. It is not a general list of Roane County released inmates. A match establishes only the registration information that the program publishes. It does not prove a recent exit from Central Regional Jail, explain a release type, or replace the WVDCR and court records.
No registry match is equally limited. Most released people are not subject to that specialized system. For an ordinary Roane County release check, stay with the person-specific VINE result, WVDCR status, court disposition, and requested movement or release entry. Those channels answer different parts of the same question without stretching one database beyond its purpose.
