Open the WVDCR individual search, use the most exact name available, and compare any offender number and identifying details. If a record displays a photo, preserve the status, location, and update context with it. WVDCR warns that public information may change quickly and may not reflect the true current location, release date, or status.
A photo on an active record does not show that a release took place. If the person disappears from Daily Incarcerations, that absence can also mean transfer, another authority’s custody, an update issue, or release. Seek affirmative status language, a VINE notice, the court order, or the final WVDCR movement entry.
For a person who later enters state-prison custody, the WVDCR prison record can use another identification image. Do not label that image the Roane arrest mugshot unless the source confirms it. A change of institution within WVDCR is continued custody, even when the first regional-jail image no longer appears.
Roane County Sheriff Photo Limits

Request Roane County Booking Photos
A precise request is more useful than asking for every inmate or arrest record. West Virginia Code §29B-1-3 requires reasonable specificity and permits electronic production. West Virginia Code §62-1-6a is narrower than a claim that all mugshots are public or private. After a qualifying dismissal, no indictment, acquittal, or reversal, vacatur, or nullification, the subject or an authorized representative can request removal of an agency-posted image. WVDCR and subordinate corrections organizations are excluded from that section’s definition of law-enforcement agency, so the rule cannot be applied automatically to a DCR search image.

An expungement order can govern agency and court records within its reach. It does not promise that every independently created news item or lawfully retained third-party copy will disappear. Confirm what the order covers with the clerk and the agency that holds the image.
