Roane County Release Date Meanings
A projected or tentative date is an administrative estimate based on the information and credits then applied. It is not the same as the day a person physically leaves custody. An actual release follows processing by the custodian and can be blocked by a second case, warrant, detainer, transfer order, or another authority. West Virginia corrections records also use sentence terms that must not be renamed for convenience.
A PED is a parole eligibility date. It marks when a state inmate may be considered for parole under the sentence rules. The West Virginia Parole Board's hearing guidance makes clear that eligibility is not release, and the interview need not occur on that precise date. A minimum discharge or expiration date is a corrections calculation tied to the sentence and lawful credits. If a live record displays a projected or tentative date, report that exact label rather than turning PED into a promised exit date.
Pretrial custody is different. A Roane County arrest is generally housed at Central Regional Jail and Correctional Facility through WVDCR's regional system. A pretrial detainee may leave after bond is satisfied or a court ends the hold, not after a state-prison good-time calculation. Movement from the regional jail to a state institution or another authority closes one facility episode but does not mean freedom.
Find Roane County Release Dates
Start with the sentence or custody episode, not with arithmetic. The WVDCR individual offender search is the statewide doorway for regional-jail and corrections records. Its public disclaimer says location, release date, status, and other information can change quickly. The search is a useful corrections lead, but the signed court order controls the underlying criminal action.
- Identify whether the person is pretrial, serving a definite county-jail term, serving a state sentence, on parole, or held by another authority.
- Search the exact name and compare any offender number, identifying details, institution, status, and date labels on the matching WVDCR record.
- For a Roane case, use the West Virginia Court Record Access gateway to locate the court case and obtain the signed order when the online index is not enough.
- For a state sentence, ask WVDCR Records for the current timesheet, PED, jail-credit entry, and minimum-discharge explanation.
- For a regional-jail release, confirm that bond or another court event was processed and that no other hold caused transfer or continued custody.
- Record the source, date label, and date checked. Recheck near the anticipated release because the calculation can change.
The full Roane County released-inmate lookup adds the court and record-request path when a person disappears from the active view. Absence is not a release date. A state prisoner may leave a lasting corrections record, while a pretrial regional-jail detainee may vanish from the active screen without a stable public release page.
Note: Never calculate a legal release date from a sentence summary when WVDCR Records can provide the current official timesheet.
Roane County Sentence Date Clocks
Several dates may appear in the same state-sentence record. They answer different questions. Sentence start and jail credit establish an input. PED addresses eligibility for parole consideration. A projected field, when the live system actually uses one, estimates an outcome under the present calculation. Minimum discharge or expiration is a sentence endpoint computed by corrections, subject to lawful change and any mandatory supervision framework.
| Date | Meaning | Careful reading |
|---|---|---|
| Sentence start or jail-credit date | Starting input after qualifying prior confinement is credited | Check the signed order and WVDCR calculation |
| PED | First eligibility for parole consideration | It is not an interview promise or release date |
| Projected or tentative date | Administrative estimate if the live record uses that label | It can change with credit, orders, parole, or holds |
| Minimum discharge or expiration | Computed sentence endpoint | Ask WVDCR about credits and supervision that apply |
| Actual release date | Recorded end of that physical custody episode | Confirm whether the destination was community or another custodian |
A Roane County person can have more than one custody episode or sentence. Concurrent terms run together to the extent ordered. Consecutive terms run one after another. Jail credit may change after a corrected order. The public screen cannot always show how each input was applied, which is why the timesheet and court judgment are the better sources for a calculation question.
Roane Release Dates Reject 85%
West Virginia does not impose a universal rule that every Roane County or WVDCR inmate serves 85 percent of a sentence. That formula is often imported from other systems, but the research found no general West Virginia criminal sentencing statute that applies it to all state inmates. Offense-specific minimums and parole limits may require more time in a particular case. They still do not create one statewide percentage for every sentence.
The local distinction is crucial. A person held before trial at Central Regional Jail may be released when the court-authorized bond is satisfied or the hold ends. That event is not calculated from the state-prison good-time statute. A sentenced state inmate has a separate computation that may include statutory good time, the sentence structure, jail credit, discipline, and supervision rules. One percentage cannot answer both questions.
Parole eligibility is another separate clock. Under West Virginia Code §62-12-13, the general path is tied to the minimum term of an indeterminate sentence or one-fourth of a definite term, with accelerated-parole and offense-specific exceptions. Section 62-12-13a states that the minimum sentence is the parole eligibility date for an indeterminate sentence, but it does not grant a right to be released.
Note: PED means a chance for consideration under the applicable rules, not a fixed Roane County inmate release date.
Roane County Good-Time Release Rules
West Virginia Code §15A-4-17 governs good time for qualifying state prisoners. For eligible felony sentences imposed after the statute's operative date, the current text provides one day of good time for each day actually served. Basic arithmetic may move minimum discharge toward one-half of a term, but that is not a promise that every inmate serves half. The offense date, sentence type, statutory exclusions, jail credit, concurrent or consecutive terms, forfeiture, restoration, court orders, and other holds all affect the real computation.
Good time can be lost through the disciplinary process and may be restored under the governing rules. Some offenses and sentence classes are excluded or treated in another way. Certain inmates near discharge enter a mandatory supervised-release framework. Section 15A-4-17A separately permits a mandatory supervised release plan in described cases before minimum expiration for some felony inmates who were not granted discretionary parole.
A person asking about a Roane County state sentence should request the agency's current calculation. Do not subtract days from a sentence on a personal calendar. The court provides the judgment and jail-credit order, while WVDCR applies the corrections calculation and records later changes. If the two sources seem inconsistent, ask for the date-stamped entry that changed the input.
Why Roane Release Dates Change
A projected date is only as stable as its inputs. Some changes shorten the computed period, while others extend custody or change the destination. A person can also reach one date and remain confined because another valid authority has placed a hold. The correct response is to identify the event and obtain its source record, not to assume the public portal made a simple error.
| Factor | Possible effect | Best source |
|---|---|---|
| Jail-credit correction | Changes the starting credit used in the sentence | Signed court order and WVDCR timesheet |
| Concurrent or consecutive terms | Changes whether terms overlap or follow one another | Sentencing order |
| Good-time loss or restoration | Moves the minimum-discharge calculation | WVDCR computation and discipline record |
| Parole grant, denial, deferral, or revocation | Changes the path to or from supervised release | Parole Board action and WVDCR status |
| New sentence, warrant, or detainer | Can continue custody or send the person to another authority | Court and holding agency |
| Administrative correction | Fixes an identifier, date, status, or calculation input | WVDCR Records |
A detainer is a request or legal basis for another authority to take or keep custody. It can prevent release to the community even when the first sentence reaches its computed end. A transfer under that hold is continued custody. The final movement entry should identify the destination or code when available, and the code key can be requested if an abbreviation is unclear.
Parole and Roane Release Dates
The West Virginia Parole Board makes parole decisions, while WVDCR supervises parole and maintains sentence calculations. A calendar entry or hearing does not prove release. The Board may grant parole, grant with added conditions, defer, or deny. Even a grant may depend on prerequisites and an approved plan, so the effective release must be confirmed through WVDCR.
For a Roane County inmate in a regional jail, a parole decision still must be reflected in the corrections record before it is treated as an actual release. A grant and the physical exit are distinct events. The hearing or grant date should never be published as the release date without later WVDCR confirmation.
Parole is conditional release from confinement while the sentence continues under supervision. Discharge from parole ends that supervision. Probation usually comes from a court order and is not the same program. If parole is revoked, the person can return to custody, which creates another event after the earlier release.
Note: A Roane County parole grant and a Roane County physical release are separate events that may occur on different dates.
Confirm Roane County Release Dates
WVDCR Records is the direct channel for state timesheets, PED, jail credit, good time, and minimum-discharge questions. Supply the offender number when possible and ask which date label answers the specific question. Board procedure questions go to the separate Parole Board. A Roane court clerk supplies the signed order when the legal basis or jail-credit language is missing from an online index.

Near an expected exit, a person-specific VINELink Release Check can provide a status-change alert. It remains a notice to verify. Read whether the event is release, transfer, discharge, or another change, then compare it to the WVDCR record and court event.
Federal and immigration custody require their own systems. A BOP historical release date concerns federal custody, while ICE's locator addresses immigration detention. Neither date should be inserted into a Roane County regional-jail calculation without evidence that the person entered that separate custody class.
